1. Job Title: Deputy Chief of Party-Technical

Location: Abuja

Position Descriptions

  • RTI International seeks an experienced Deputy Chief of Party (DCOP)-Technical for the current USAID/Nigeria Effective Water, Sanitation, and Hygiene (E-WASH) Program.
  • The overall objective of E-WASH is to assist the Government of Nigeria to expand and improve urban water service delivery by strengthening the governance, financial and technical viability of State Water Boards (SWBs) in six states across Nigeria.
  • E-WASH is a four-year, $60M program with the main office in Abuja and embedded state team offices in each of the six states. This is a new 2.5-year position for immediate mobilization and is expected to conclude in September 2021.
  • The DCOP-Technical will be based in the E-WASH Abuja office with regular travel to the state offices and SWB locations.

Job Responsibilities
The specific roles and responsibilities of the DCOP-Technical include, but are not limited to the following:

  • As directed by the COP, manage day-to-day technical implementation of the E-WASH program, in particular those focused on strengthening the viability of the SWBs;
  • Manage, coordinate, and supervise overall implementation of SWB service improvement plans (SIPs) to ensure that targets are being achieved, and to proactively identify and resolve key constraints;
  • Support the COP to identify and oversee the engagement of short- and long-term technical assistance consultants, including staff from E-WASH subcontractors, in close cooperation and coordination with E-WASH State Team Leaders and component lead Advisors, to include developing scopes of work, reviewing submitted candidates, completing budget checks, and providing ongoing performance monitoring.

 

Minimum Qualifications

  • Master’s Degree, or comparable years of work experience in engineering, finance, management, or revenant area
  • Minimum 10 years of progressively responsible work experience in the management or strengthening of water utilities serving urban areas
  • Technical experience working to support water utility transformation from state ownership and control to commercial viability, particularly in Africa or similar development contexts, strongly preferred.
  • Experience in capacity development programs of utility staff is preferred
  • Work experience for USAID-funded programs preferred
  • Proven ability to work effectively with multicultural and multinational teams
  • Proven ability to build and maintain effective working relationships with government, stakeholders, private sector counterparts, and civil society or community groups.
  • Fluent in English with a demonstrated ability to write effectively
  • Fluency in working with Microsoft Office applications (Word, Excel, Power Point, and Outlook)
  • Willingness to travel approximately 30% time to the E-WASH state offices and SWB facilities around the states.

2. Job Title: Administrative Assistant/Executive Assistant

Location: Abuja

Position Overview

  • The Administrative Assistant will work closely with the Chief of Party and its management team to provide support for top level management.
  • S/he will provide executive level administrative support, clerical support, receiving partners/visitors, arranging travel and correspondence, and scheduling meetings.
  • The Administrative Assistant will enhance the Chief of Party’s effectiveness by providing information management as well as representing the Chief of Party to others.

Required Qualifications

  • Bachelor’s Degree in Social/Behavioral Sciences, Business or Public Administration.
  • A minimum of 2 years’ strong experience in similar position within the INGO / private sector.
  • Membership of Chartered Institute of Administrators added advantage.

3. Job Title: Utility Operations Advisor (UOA)

Location: Abuja

Position Overview

  • The Utility Operations Adisor will be responsible for leading E-WASH Program actiities to improe the commercialization and financial iability of six State Water Boards (SWBs) through reforms and improements in management approaches, financial management, customer relations, billing and collection, and operational efficiencies to improe cost recoery.
  • The candidate will lead the support to the SWBs in the process corporatizing urban water serices in the six states.
  • This candidate will work with other releant adisors on the team and also support utility operations specialists that are already based in the states.

Qualifications

  • Minimum of a Master’s Degree (or corresponding years of experience) in Finance, Business, Economics, Management, or releant degree.
  • Minimum of 15 years of progressiely responsible work experience in financial management, utility management, commercialization of public serices, utility operations, or other releant expertise.
  • Ability to deelop financial models for utility serices.
  • Demonstrated understanding and experience in the requisite components of a well-functioning utility: utility operations, commercialization of serices, priate sector engagement, customer serice, billing and collection, strategic planning, tariff setting, human resources, institutional deelopment, etc.
  • Ability to interact with senior Goernment counterparts, such as Executie Goernors, and to be able to articulate and represent E-WASH effectiely, including the ability to discuss the challenges of urban water sector reforms and to respectfully champion the needed changes within the sector.
  • Proen ability to work effectiely in a multicultural and multinational team.
  • Skilled in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook)
  • Demonstrated ability to write clearly and effectiely, to deelop and edit technical reports, and to proide a wide range of written content for contractual reporting, communications materials, and eent materials.

4. Job Title: Deputy Chief of Party

Background

  • RTI is recruiting for an existing project that is working to strengthen water and sanitation services in 6 states across Nigeria: Abia, Delta, Imo, Niger, Sokoto and Taraba
  • E-WASH supports the state water utilities and government counterparts to increase the viability of these water utilities and thus improve essential services while simultaneously working with federal ministries, civil society, and key stakeholders to strengthen transparency, accountability and advocacy for better services across the water and sanitation sectors. RTI’s efforts will conclude in February 2022.

Job Description

  • The Deputy Chief of Party (DCOP) is responsible for providing day‐to‐day project leadership in all operational, financial and logistical activities including: oversight of a large finance and operations team, grants under contract, and a $19 million Utility Support Fund
  • This is a full-time role based in Abuja, Nigeria. This position reports to the Chief of Party (COP).

Qualifications
Education and Experience:

  • Minimum of a Bachelor’s Degree in Public Administration, Financing, Economics, Accounting or a related field (Master’s Degree preferred);
  • Minimum of 10 years’ experience in operations management (15 years’ experience required with Bachelor’s degree only), with 5 years direct international work experience in developing countries;
  • Prior experience working in challenging and insecure operating environments, strongly preferred
  • Prior experience managing administration / operations for large-scale USAID programs;
  • Experience with administration and functional team management on USAID-funded contracts;
  • Experience setting-up and maintaining strong internal control mechanisms;
  • Experience overseeing security functions within similar challenging and insecure operating environments.

Knowledge, Skills and Abilities:

  • Demonstrated knowledge, skills, and/or experiences in financial planning and management, and procurement, among other management support areas/functions, as required;
  • Possess excellent organizational and analytical skills;
  • Demonstrated skills, abilities, and experiences to manage sub-contracts and sub-grants;
  • Strong verbal and written Englishcommunications skills;
  • Willing to travel within Nigeria and be based in Abuja, long-term.
